How i can open "Turn Windows Features on or off" on windows 7 or 2k8 server

Yes you can open by command follow this,
Open RUN box and type "optionalfeatures" and press enter.

Here you can tun on or off your windows features. like

See the list of by default window features in windows 7, Which you can turn on or off.
